Job Description:

The Director, Public Policy and Government Affairs will advance UNCF’s education policy agenda in the U.S. Congress and the Executive Branch, with a particular focus on federal post-secondary education policy, legislative and regulatory issues.

Responsibilities and Duties

  • Serve as a key advocate to advance UNCF’s federal post-secondary education policy, legislative and regulatory priorities on Capitol Hill and in the Administration, particularly focusing on minority education
  • Seek to influence policies, legislation and regulations impacting the 37 private Historically Black Colleges and Universities (HBCUs) that are UNCF-member institutions, and underrepresented students of color
  • Lead analysis of education policies, legislation and regulations to assess impact on HBCUs in particular and on educational opportunity for underrepresented students in general, and develop appropriate policy responses and alternative proposals
  • Prepare persuasive fact sheets, white papers, testimony, letters, press statements and talking points with a high degree of timeliness, accuracy and attention to detail for use by UNCF Government Affairs staff, President and CEO, UNCF-member schools, Congressional staff and coalition partners
  • Coordinate with other higher education advocacy, policy and research organizations, and HBCU coalition partners to develop unified positions and build support for UNCF’s federal education priorities
  • Keep abreast of Executive Branch programs, policies, initiatives and regulations of importance to HBCUs and minority education
  • Interact with presidents and administrators of UNCF-member institutions to inform UNCF policy, legislative and regulatory positions and provide feedback on policy developments
  • Coordinate with UNCF research and communications departments to identify and implement complementary research and communications strategies to support public policy advocacy initiatives

Requirements

  • Bachelor’s degree; preferably an advanced degree in political science, law, education or other public policy discipline
  • At least five years of experience in the U.S. Congress or Executive Branch, or comparable experience

  • Must be a strong advocate with ability to articulate policy positions in a persuasive, knowledgeable and confidant manner before Members of Congress, senior Congressional staff, and senior officials at the U.S. Department of Education
  • Must have excellent leadership ability, strong work ethic, and a proactive orientation toward achieving policy, legislative and regulatory goals
  • Strong affinity for working on issues related to advancing college opportunity for underrepresented students
  • Knowledgeable and understanding of the Higher Education Act, particularly Title III Strengthening Developing Institutions and Title IV Student Financial Assistance programs
  • Knowledgeable and understanding of college affordability and accountability proposals advanced by the presidential Administration
  • Must be an independent thinker, with strong ability to analyze pending legislation for potential impact and develop appropriate policy responses
  • Ability to effectively present information orally to UNCF boards of directors, UNCF presidents, senior management, and public audiences in a clear, credible and confident manner
  • Ability to write high-quality, externally facing documents, with limited editing, that synthesize and communicate complex issues appropriate for the audience including media
  • Must be able to devise and execute strategic advocacy plans, with creativity, nuance and political savvy
  • Possess excellent organizational skills and ability to manage multiple initiatives simultaneously in a fast-paced environment
  • Ability to meet tight deadlines without sacrificing quality
