The Director of Government Affairs will assist in the formulation and execution of the legislative and regulatory agenda/activities for the department, focusing on federal policy development, analysis and advocacy.
The Director monitors, analyzes and influences education-related legislation and activities in the U.S. Congress for assigned issue areas of importance to private Historically Black Colleges and Universities (HBCUs). The individual routinely meets with Members of Congress and Congressional staff to advance UNCF public policy priorities; provides routine updates to SVP, Public Policy and Government Affairs and to UNCF member institutions; and formulates and implements legislative initiatives to benefit UNCF member schools in particular and minority education in general. The Director drafts effective Congressional testimony, letters, fact sheets, talking points and other advocacy materials with a high degree of timeliness, accuracy and attention to detail for use by UNCF Government Affairs staff, President and CEO, UNCF member schools and coalition partners; coordinates with other higher education organizations, advocacy groups, and HBCU Coalition partners to develop unified positions and build support for UNCF’s public policy and funding priorities; and interacts with federal agencies and other executive branch entities to keep abreast of Executive Branch programs, policies, initiatives and regulations of importance to HBCUs and develop support for assigned UNCF program priorities. This includes participating in HBCU-related meetings and activities, including the President’s Board of Advisors on HBCUs, White House Initiative on HBCUs and Department of Education HBCU annual summit.
Bachelor's Degree from a four year college or university required; a Master's Degree is preferred and at least five to ten years of advocacy experience demonstrating comprehensive knowledge of the Congressional legislative and appropriations process. Significant experience with the federal budget and appropriations process is preferred. Experience working on student financial aid and/or other higher education policy issues. Knowledge of Executive Branch administrative and regulatory processes a must.
Ability to prepare Congressional and agency testimony, speeches, talking points, op eds and articles for publication, with limited editing, that are persuasive and appropriate for the intended audience. Ability to effectively present information orally and in writing to UNCF boards of directors, members and senior management, and to public audiences, in a clear, organized and concise manner.
